Rece REG 10 APR 13 Mr. O'Regan has suffered for many years from these varicose veins and neither in the Army or in Civil employ have they interfered with his work or given him any inconvenience. He showed them to Dr. Koch (Superintendent) on his arrival and this officerwas of opinion that no operation would be of any use. With this opinion I agree as it is not a suitable case nor one holding out any hopes of improvement as it does not incapacitate him from work it is unnecessary. He is averse to any operation and would be
glad if His Excellency would exempt him from it.
